Multiple EHP Hazard Mitigation Technical Assistance (HMTAP) Task Orders, FEMA:
Managed multiple HMTAP nationwide task orders. Provided technical assistance and programmatic support related to National Environmental Policy Act and other applicable EHP laws, executive orders, regulations, and guidance to applicants and subapplicants throughout the United States. Responsible for coordinating nationwide cadre of EHP staff delivering technical assistance.
Rehabilitation, Reconstruction, Elevation and Mitigation Program, New Jersey Dept. of Community Affairs, NJ.:
The RREM Program , a CDBG-DR funded housing recovery program instituted post Hurricane Sandy managed over 3,000 housing recovery projects consisting of overall program management and specifically, damage assessment, site specific design, mitigation, construction management, and owner occupancy. Working with the broader team established the program guidance, SOPs and compliance with CDBG-DR program requirements including but not limited to Section 3 reporting, Davis-Bacon Wage Determination, State of New Jersey’s Action Plan, and procurement.
Gulf Coast Recovery Office (GCRO) Hurricane Katrina Support, HMTAP, FEMA:
As a direct result of the catastrophic damage across the Gulf Coast in 2006, FEMA established the GCRO with a mission to ensure balanced implementation of FEMA programs and policies throughout recovery efforts across the Gulf States of Alabama, Mississippi, Louisiana, and Texas. Support focused on developing a consistent reporting structure from the Transitional Recovery Offices in each GCRO state (TX, LA, MS, AL). Metrics focused on the program areas of IA, PA, Debris, Mitigation, and EHP.

Disaster Resilience & Mitigation
Multiple Substantial Damage Estimation (SDE) Efforts, FEMA:
In support of DR-4399-PR (Hurricane Maria), DR-4332-TX (Flooding), DR-4272-TX (Flooding), DR-4267-LA (2016 Flooding), DR-4080-LA (Hurricane Isaac) oversaw collection, data management, and building science quality control staff to inspect 40,000+ structures across impacted areas for substantial damage after events.
2021 Maryland State Hazard Mitigation Plan Update:
Provided program and mitigation subject matter expertise to the Maryland based Team supporting MES and the Maryland Emergency Management Agency. Provided specific support to the effort in shaping the community engagement approach during COVID-19 restrictions, via the creation of a Virtual Room; the update of the statewide hazard identification and risk assessment, including the evaluation of 5 new hazards and a focus on repetitive and severe repetitive loss properties; and the development of mitigation strategies to address the risks across the State, including the strategies for climate change impacts.
NorthEast Regional Catastrophic Planning Initiative (NERCPI), Massachusetts:
Supporting NERCPI Regional Catastrophic Planners and the Regional Long Term Recovery Workgroup, provided subject matter expertise to assess regional capabilities and identify gaps in existing disaster housing planning efforts based on housing stock analysis using a catastrophic event scenario. Supported development of a Regional Disaster Housing Annex, including checklists, cut-sheets, recommended actions, and lists of resources. An Executive Playbook was created as a derivative product that provides guidance and decision support tools to promote orchestrated recovery efforts among the impacted communities.
Strategic Planning
Hazard Mitigation Technical Assistance Program – Pre-Disaster Mitigation-Joint Explanatory Statement, FEMA
Technical assistance and training to FEMA Headquarters, Regions, applicants, and subapplicants for congressionally earmarked funds under the Pre-Disaster Mitigation Grant Program. Worked with congressional mandates, shaped policy and statutes, and tracked rules and regulations that were under active interpretation by legislators. Focal points of this support were the development of strategy to address congressional allocations through PDM-JES; delivery of cost-effective engineering and EHP technical assistance; and detailed data management of all technical assistance efforts.

Grant Identification & Development
Florida CDBG-MIT General Infrastructure Grant Application, City of Lakeland, Florida:
Led funding strategy and application development for $41M grant award, the single largest award by the State of Florida under this program in FY21.
Management and Design of the Community Development Block Grant Disaster Relief Projects, Norman, Oklahoma:
Working with the State of Oklahoma, ODOC, under the Action Plan, the City executed a repair program of 7 major roads. The the grants management portion of this job, coordinated such issues as Section 3 compliance and reporting, WDBE efforts, monthly progress reporting, and general CDBG-DR policy issues with the City and supported reporting and compliance with HUD CDBG-DR requirements.
